Andrew Knaggs is an accomplished senior executive and attorney who has led an extremely diverse career with experience in technology development, manufacturing, supply chain management, government contracting, and military special operations. He has been a key member of the Evolution Metals enterprise since 2020 and currently serves as President of Evolution Metals & Technologies.
Prior to joining Evolution full-time, Andrew served as Chief Executive Officer for both PACEM Solutions International, an international services firm offering training and security services, and PACEM Defense, a manufacturing firm that produces and sells munitions and other export-controlled defense goods. He was a candidate for U.S. Congress in Virginia in 2020. From 2017-2019, he served as the presidentially appointed Deputy Assistant Secretary of Defense for Special Operations and Combating Terrorism in the Pentagon. And earlier in his government career, he served as Chief of Research & Engineering at a DoD agency where he managed a billion-dollar R&D portfolio and a $300 million budget. He founded a Washington, D.C.-based boutique corporate law firm, where he advised investors and small business clients on strategic growth and corporate legal matters. He is also a former U.S. Army Special Forces officer (or “Green Beret”) with multiple combat tours and nearly a decade of service.
