Samm Gillard, Vice President, is a DC based consultant and lobbyist with SMI, a government relations firm. Samm is also the Executive Director of the BATT Coalition, which is an advocacy organization working to enable domestic battery materials production through a comprehensive tax, trade, defense, and energy policy. Samm is a materials scientist whose work specializes in assisting companies pursue funding opportunities within DOE and DoD. Prior to the private sector, Samm worked at the DOE as the Technology Development and Supply Chain Manager for the DOE’s Vehicle Technologies Office (VTO) and the Manufacturing and Energy Supply Chains Office (MSEC) where he worked as the technical lead
on the Bipartisan Infrastructure Law’s $6 billion battery supply chain program. Samm led the U.S. government 2021 100 Day Report on the Battery Supply Chain for high-capacity batteries. Samm also managed DOE’s R&D efforts in battery recycling, fast charging, battery testing, and managed the VTO SBIR portfolio for battery technology. Prior to the DOE, Samm worked in support of the DLA’s Battery Research & Development Program as well as the DLA Strategic Materials program office. Samm served in the US Army as a Signals Intelligence Analyst where he worked at the National Security Agency (NSA) and served in Afghanistan in support of Operation Enduring Freedom.
